* Improve `TestConstructGenericBeaconBlock`: Courtesy of Terence

* Add `TestDataColumnStoragePath_FlagSpecified`.

* `appFlags`: Move `flags.SubscribeAllDataSubnets` (cosmetic).

* `appFlags`: Add `storage.DataColumnStoragePathFlag`.
