Simplifying icon request template name (to avoid redundancy)
...
We already add an "icon request" label and have these in the "Icon Request" category. Have "Icon Request" in the title felt redundant and unnecessarily noisy.

Moving Requests to Discussions ( #20876 )
...
In order to lessen the signal-to-noise ratio in our Icon Requests, I think we should move new requests to discussions, instead of issues. This PR sets up some initial templates for us to use.
