* Refactor dependencies-rocm & artifact-download, consolidate component variable lists

* Add mainline option to nightly

* Change all components to new dependencies-rocm usage

* rm aqlprofile checkoutRef

* simplify dependencies-rocm, add gpuTarget back to rocMLIR

* rm tag-builds from aqlprofile

* Make review changes
