Joe Fitzgerald 19334be188 Add Appveyor CI

- Add Appveyor badge
- Add Appveyor.yml definition, with encrypted ATOM_ACCESS_TOKEN
- Add cibuild.cmd script to launch cibuild on Windows
- Prepare to release Atom on Windows from Appveyor (but don't do it yet)
- Reduce dependence on JANKY in ci scripts + tasks
- Suppress release activities on PRs for Travis and Appveyor
- Cache ~/.atom/.apm, ~/.atom/.node-gyp/.atom, and ~/.atom/.npm on Appveyor

Atom Build

This folder contains the grunt configuration and tasks to build Atom.

It was moved from the root of the repository so that any native modules used would be compiled against node's v8 headers since anything stored in node_modules at the root of the repo is compiled against atom's v8 headers.

New build dependencies should be added to the package.json file located in this folder.
