de24923ee8 Add Rubocop CI (#7083) 
* Rename IgnoredPatterns to AllowedPatterns.

* Exclude docopt.rb (not our code) from Rubocop

* Disable Style/RedundantReturn

* Disable Style/MutableConstant

* Disable Style/NumericLiterals

* Set Layout/IndentationStyle to spaces

* Temporarily disable various cops.

* Add Rubocop CI via Octocop

* Lint tree with rubocop -A -c .rubocop.yml

5acb32b551 Fix missing package meta 
The Makefile was not honoring DEST_DIR resulting in empty .filelist and
.directorylist metadata files.

8e247a1e34 Add tree (1.7.0) package 
Tree is a recursive directory listing command that produces a depth indented listing of files.

Tested as working properly on Samsung XE50013-K01US.
