docs: add ELECTRON_INSTALL env vars and remove ELECTRON_SKIP_BINARY_DOWNLOAD these were added recently in a commit but no docs were there for them also, ELECTRON_SKIP_BINARY_DOWNLOAD was deprecated in electron v42, so that is removed as well
