Subject: Revert "[api] Delete deprecated AttachCppHeap and DetachCppHeap"

Restore this API because Node.js needs it.

This patch can be removed after an upstream fix lands in Node.js,
e.g. in https://github.com/nodejs/node-v8/tree/canary
