Migrate yaml library from
[gopkg.in/yaml.v3](https://pkg.go.dev/gopkg.in/yaml.v3) to
[goccy/go-yaml](https://github.com/goccy/go-yaml).

It was previously migrated in
https://github.com/googleapis/genai-toolbox/pull/211. These files were
added later hence the migration wasn't done on these files.
