Makes the following changes:
- Fills in previously stubbed "Invoke()" function for the Cloud SQL
Generic Tool
- Updates API to /{tool_name}/invoke to for invocation of said tool
- Updates response to use JSON
- Correctly returns error messages for invalid http codes
