Dr. Strangelove 2d5a93e312 feat(tools/looker): Enable access to the Conversational Analytics API for Looker (#1596) 
## Description

This enables the Conversational Analytics API for Looker. The prebuilt
config is separate since it is not a good
idea to use the Looker prebuilt config with CA. Agents get confused as
to whether they should query the data directly
or use the CA tool.
