Nazar Hussain 22a04f4543 chore: upgrade @biomejs/biome to newer type aware version (#7982 )

**Motivation**

Use the more type aware version of Biome to get benefit from type safety
rules.

**Description**

- Keep the rules matching to previous behavior 
- Add explanation to all ignore as it's required in new version

**Steps to test or reproduce**

Run all tests
