**Motivation**

Update vitest and browser engine.

**Description**

- Move root level shared configs to `configs` directory
- Update to vitest 3.x
- Migrate from `webdriverio` to `playwright` which is more stable and
recommended by Vitest.

**NOTE**
Reverted the `playwright` upgrade. See the comments.
