27c1e5be28 Update @babel/runtime for less plugin, and remove underscore. 
Also specifying ecmascript and caching-compiler dependency versions
explicitly, since less is a non-core package, so the versions won't be
automatically determined during releases.

5be354b10f Fix bug #10880 "[1.9] bundle-visualizer crashes app" (#10886) 
The updated babel-based minifiers must be more tight on some syntax. This
trailing coma has been there for a while but it's now causing issue when
minimizing to view the bundle size. Tests on a local app show a resolution
just by deleting the coma.

24e02b7411 Avoid bundling jquery twice (#10498) 
Although the Meteor jquery package is no long a core package (and thus is
not tied to the Meteor release), it seems like a good idea to nudge folks
towards installing jquery from npm, instead of relying on the very old
version (1.12.1) residing in meteor/packages/non-core/jquery/jquery.js.

Closes #10289.
