'meteor --version' prints release version.
...
- If you're in an app, prints the release that app is pinned to.
- If you're outside of an app, prints the latest release stored in
the warehouse.
- If none are found, print only an engine version (XXX is this correct?)

- Rename cache directory to .meteor
- Rename .meteor/version to .meteor/release
- Change how we tell whether we're in an app directory (motivated by our new .meteor directory)
- Use files.get_core_dir instead of relative paths

Make npm bundling safe to be run in parallel
...
Instead of modifying the contents of the .npm directory
inside a package directory, construct a new temporary
directory and atomically replace at the end.
Also, some minor improvements to testing and pruning
unused packages
