38096aafc8 Use --debug instead of --debug-brk for meteor debug.
Breaking on the first statement in the program used to be the only way to
get the debugger to stop at any breakpoints, but more recent versions of
node-inspector (compatible with Node 4) do a much better job of stopping
at breakpoints after the program starts.

9d61365115 DebugEntry - Make debugging work with node-inspector v0.12.5.
The matching of the `debug listening on port` message was broken when
 v0.12.5 of node-inspector changed the capitalisation of "debug" to
 "Debug". The matching is now case-insensitive.

f53c12815e Implement a meteor debug command.
Summary:
The `node-inspector` NPM package was added to the dev_bundle by this
recent commit: 64a624ae5c

Test Plan:
Add `debugger` statements to server code, run `meteor debug`, visit the
node-inspector URL in a browser, continue the application, and verify that
the debugger stops at the `debugger` statements that were set.
