David Glasser 4ea191e452 Drop uglify dependency from handlebars module
This reduces the npm download done when updating the handlebars package
by 2M. (Uglify is only used by bin/handlebars, not the handlebars API.)

// contained the handlebars precompiler and runtime, not any

// empty package for the moment so as to not break the projects of
// anyone that happened to type 'meteor add handlebars' because they
// thought they had to.
