Ben Newman bce7129712 Stop setting METEOR_DISABLE_OPTIMISTIC_CACHING=1 in Circle CI. 
Since 8c70716954, optimistic file watching
uses far fewer file descriptors, so the original motivation of setting
this environment variable no longer holds.
