* PeerDAS: Add needed proto files and corresponding generated code.

* Fix Nishant's comment.

* `max_cell_proofs_length.size`: Set to `CELLS_PER_EXT_BLOB * MAX_BLOB_COMMITMENTS_PER_BLOCK`.

* `BlobsBundleV2`: Add comment.
