Fix next epoch proposer duties (#15642)

* Fix next epoch proposer duties

* Do not update state's slot when computing the proposer

Also do not call Fulu's proposer lookahead if the requested epoch is not
current or next.

* retract Terence's test

* Fix tests

* removing epoch check to pass spec test

* reverting rollback and fixing test setup
