Update cross compile toolchains (#12069)

* Regenerate cross-toolchain configs

* Remove some extra whitespaces

* Run gazelle and add that note to the README

* Format numbered lists better in markdown

* gcloud docker command is deprecated, just use docker

* Add comment about docker credentials for gcr.io

* Update dockerfile, some remote executor config work

* gazelle

* Remove commented lines
