wrapper: Remove deprecated fork specific wrapper methods for signed beacon blocks (#10369)

* Remove deprecated wrappers, lots of refactoring

* Revert proto/prysm/v1alpha1/validator.proto

* fix tests

* fix test

* fix conversion in e2e
