remove HIP in core tinygrad (#3810)

* remove HIP in core tinygrad

ci test uses device RHIP and HSA compiler (LinearizerOpt), so fine to remove HIP from tc.
Also updated README and EMULATE tc test flag

* EMULATE_CUDA
