Steps To Reproduce

Log in as the Owner/Creator of the organization in the web vault.
Navigate to the Admin Console - then click on Members.
Change the member role of a user to Admin or Owner.

Expected Result

The user should now have automatically "Can Manage" rights on all collections in the organization with the Admin or Owner role, as described in Bitwarden docs: https://bitwarden.com/help/user-types-access-control/

Actual Result

With the Admin or Owner role, the user has "No Access" to all collections in the organization, and I need to set these permissions manually.

Additional Context

In previous versions, there was an option for collections that allowed the user to have access to all collections with one checkbox. Now, this can only be enabled under the "Custom" role, but not with the Admin or Owner roles. The screenshot I provided is from the user who has the Admin role.
