Jakub Sokołowski f935e55480 ci: make publishing optional for non-master builds ...

Instead we'll upload a ZIP archive of the built site.
Also added workspace cleanup at the end.

PR builds will be available under:
https://ci.infra.status.im/job/website/job/prs/job/roadmap.vac.dev/
