Futher exploration of the concept of using NFTs for fundraising occurred, mainly focusing on the basic theory of the idea and how we could set the distribution criteria. No decisions were made nor plans established on this topic.
### Draft Research RFP
Rucknium presented a draft of his research-focused RFP document for committee review. This document would clearly establish how research grants should be submitted and their detailing, ensuring validity and the ability to properly review them. Feedback was provided on specific wording, sections, and targets, having certain decisions explained in order to be discussed. Rucknium intends to take this feedback to submit a final copy in the next meeting for committee vote and adoption. This document does specify a mostly applicable timeline for responding to grants, either with an approval or rejection, of three weeks. This was agreed to be reasonable so long as there was an exceptional case noted as possible, ensuring the time needed can be taken.
### Grant GitHub Repository
Kayaba presented a draft of a GitHub repository intended for grant applications, predicated on using issues for each application. This would be the primary location for submissions though the Monero Fund Committee email list would also be allowed for more discrete submissions, with partial (and eventual full) disclosure via the GitHub repository. The Research RFP document does provide extensive criteria for grant submissions, extending the repository's own criteria for that field of grants. The repository itself intends to set a baseline which is complete for development grants.
### Investment Policy
Noting the lack of all members, this discussion focused on deciding the intent of investments made by the committee. Commodities and real estate indices were mentioned as possibilities in order to provide stability while protecting against inflation, yet concerns about how liquid such assets would be were put forward. An agreement was made to generally avoid DeFi due to its high amount of risk. Beyond further discussing the desired amount of risk, it was suggested the committee try to update its investment policy no more frequently than monthly, if not even longer, in order to minimize risk by effective day trading and to focus on what matters. A suggestion on fund management where grant funds are frozen immediately upon grant approval was also put forward, yet was not voted on.

### Diversification of funds
The Monero Fund Committee had 200 XMR available to fund grants, along with the ability to decide how to invest it in order to best prolong it. The decision was made, unanimously, to move 40% (80 XMR) into USD as a hedge against bear markets. USDT, USDC, and DAI were also considered, with the vote explicitly falling back to USDC if USD was not a viable option. There is further discussion planned on diversification of the XMR into other cryptocurrency assets, yet that was postponed until the next meeting to ensure other topics can be discussed.
### Research RFP and Grant Application Template
The Research RFP document and Grant Application template were both submitted to be voted on. The committee unanimously agreed to adopt both, with minor clarifications being needed before they were finalized. Their adoptance also set the policies of aiming to respond to applications within 3 weeks, and currently aiming to fund grants up to 20,000 USD. The documents were scheduled for publication, along with an announcement, hopefully within two days, enabling grant applications to be submitted with clarity on the process. The decision was also made to use the [Monero Fund GitHub repository](https://github.com/MAGICGrants/Monero-Fund) previously used for voter registration/committee member candidacy to handle applications, maintaining email availability for more limited disclosure.

### Secure handling of documents
With our recent first grant application, we were asked to maintain a file revealing the applicant's encryption. To this end, we ensured we had a method to distribute encrypted documents between committee members and pledged to briefly go over the handling of such documents with every member.
### External review of grant applications
The ability to consult groups, such as the Monero Research Lab, for feedback on grant applications was discussed. It was agreed that we should absolutely seek review from educated parties on grants, with the importance of the committee being the ability to vote to fund grants, not a status of being perfect experts in all matters.
### Donation addresses
It was agreed to initially post donation addresses for BTC, ETH, and XMR. While an email address has always been available to coordinate donations, that doesn't represent a private nor immediately simple system, hence the decision to post select addresses. Since a reason MAGIC Grants has value is the ability to receive tax deductions on donations, the email is still expected to be used frequently, also coordinating donations in other cryptocurrencies. The coins selected were believed to represent what most donations would be in, starting a targeted, effective list without risking confusion nor overwhelming potential donators.

### ACK-J's Grant (Security Audit of Ring Signature Resiliency Against Machine/Deep Learning Attacks)
This meeting was primarily focused on reviewing our first grant application as now fully submitted by ACK-J. While the grant in question has been agreed upon to be of importance (after discussion on what it represents, why certain decisions were made, the feedback given by the MRL, and how it should increase Monero's value as a privacy protocol), the requested amount of funds represents almost 2/3rds of the committee's budget. Once addresses are posted, a donation stream will hopefully follow, yet we can't be sure of that at this time.
Multiple ideas were discussed to relieve the burden of this grant, from reducing scope to requesting a reduced rate to even splitting the grant into two separate grants. Then, later down the road when the Monero Fund hopefully has further funding, it'd be able to complete the grant in whole. Reducing scope was deemed as too reductive of the grant's value to be worthwhile. Requesting a reduced rate is a possibility, yet it risks losing the applicant along with not paying according to value. Splitting the grant is reducing scope in the worst case, except that idea was dismissed as not sufficiently valuable, and it potentially leads the applicant on if we're unable to fulfill the second grant when the time comes. Continuing discussion on requesting a reduced rate, the candidate's position was considered, along with other posted rates for such work.
For now, it has been decided to postpone the decision until the next meeting, at least, while further questions occur and deliberations are made.

### Final review of the Security Audit of Ring Signature Resiliency Against Machine/Deep Learning Attacks grant
Another Monero researcher provided extensive comments on the proposal, supporting it and providing further technical review. With that, and the previous discussion, it was agreed to fund the grant with the only question being for much. This was a point of contention last time due to the fund's limited funding, having only recently posted donation addresses. The committee agreed to use a ranked choice voting system to decide the amount granted to the researcher, resulting in 12k USD being awarded. We are very excited to be moving forward with the Monero Fund's first grant!
### Fund management
With 12k USD being deducted from the balance sheet (previously 12768.4155 USD and 120 XMR), as grant allocations are reserved at time of vote, there was the option to mostly liquidate out of USD. This would be a risky investing strategy defeating the purpose of the reserve established. In order to resolve this, a rebalance maintaining 40% USD holdings was voted on, and it was voted on in perpetuity. All grants distributions will trigger this event in order to ensure responsible fund management and the Monero Fund's financial future.

Having voted on the Monero Fund's first grant, this meeting primarily discussed ways to raise awareness and interact with the community, which would also increase our budget to offer further grants with. Donation incentives such as flairs on the /r/Monero subreddit were considered a possibility, though it would require moderator approval. Distributing items such as t-shirts could also work to increase funds.
Beyond community awareness, awareness by potential grant recipients is key. There are grant databases MAGIC can achieve inclusion in which the Monero Fund would be able to post about specific topics of research we're looking for work in. Reaching out to various universities and groups could also enable us to be present on relevant newsletters and boards, achieving an informational reach to all students in a field.

ACK-J published a post on Reddit confirming they were awarded a grant, theirs being the first from the MAGIC Monero Fund. This meeting initially had the flyers for Monerotopia confirmed, which involved a discussion on the design. Ensuring we could effectively reach out to the community with the necessary branding and information was important, especially as we were able to confirm we'd have a table at Monerotopia and even be able to give our flyers out as people claimed their badges. The MAGIC General Fund offered to pay for the flyers (costing up to $100 for up to 250), which Kayaba will handle the purchase and delivery of.
#### Auditing
The various developers behind Monero discussed audits as the next hard fork approaches, primarily around the multisig PRs. Given the issues found with Monero's multisig, these PRs do have a certain priority and accordingly must be handled properly. One of the Monero Fund's purposes is providing audits for Monero, a statement reaffirmed during this meeting, which will be brought up to the community at large to ensure that as further auditing discussions happen, we can help with ensuring the funds needed are available.

Monero multisig, which has had a series of issues raised causing a large set of changes to be made while it's not recommended, nor viable, for usage, is planned to be audited before large scale deployment in the upcoming Haveno DEX. The MAGIC Monero Fund has re-iterated it's previously re-affirmed stance to fund audits, and is watching as the multisig protocol is formalized, the next step before obtaining an audit.
### Amazon Smile
MAGIC is available via Amazon Smile, Amazon's charity program which automatically donates a percentage of your order value, at no additional cost, to a selected charity. This would enable quickly scaling semi-regular micro-donations if properly communicated to the community.
### Reddit Flairs
Harkening back to the previously discussed NFT ideas, which are still open, giving Reddit flairs to people who donate to either the MAGIC Monero Fund or the CCS could encourage donations to either. $25 would be accessible yet substantial at scale, as it'd automatically propoagate through the community. The difficulties in doing so would be the fact these flairs need to not only be tracked, yet also assigned, and from the MAGIC side of things, we'd want recurring donations to be available as an option when we launch this campaign, so every user who donates under this campaign has that option as they donate. Options which expand beyond simply the Monero subreddit become much tricker, yet could reach a much larger audience and therefore be more successful.

MAGIC was approached by a notable community member seeking funding to present at a cryptocurrency conference in Europe. While we were interested, the conference appeared to only have 30-60 people attending, and as much as we respected the speaker, we couldn't justify the money asked for at this time. There was also a discussion on if it would count as education, which does fall under MAGIC's, and the Monero Fund's, perview, or if education is more intended for materials and academic settings. Justin did clarify it could be scoped without issue under education though.
### Fund management
As part of our campaigns, we're trying to not only get recurring donations set up optimally, yet also ensure we have a secure way to monitor Monero donations for campaigns such as Reddit flairs. An appreciated community developer was working on a system which would've been viable to monitor funds coming in, yet still needs more work for modularity and MAGIC's own needs. Deverick also may have a prebuilt solution which may work for us.

There'd also be benefit in having a smaller item available to giveaway, leading to discussion on what items would be ignored and which items would return a lasting impression while remaining affordable.

A grant program was recently noted as a candidate to receive funding from, and we're working on a proposal for it. Not only would it increase our available funds, it'd create connections with other organizations and increase our presence overall.

### Multisig Auditing
As part of MAGIC's commitment to funding audits, the discussed multisig audit is a prime candidate we aim to not only provide funding for, yet hope to also investigate options able to perform the audit. A historical analysis of audits performed via the CCS was done to establish a price of roughly 15,000 USD as what's necessary. Coordination through MAGIC's upcoming donation system was then discussed.
### Grant application finalization
MAGIC is applying to another grant program to increase its funding and the rest of meeting was spent finalizing its application, with notable amounts of commentary on how we embody Diversity, Equity, and Inclusion. We believe the pseudonomynous process of applying for grants, where the committee can decide without learning identities, and then the charity performing KYC solely to verify legality, perfectly enables a process without discrimination.

### Grant application
The MAGIC Monero Fund did finish its application for organizational funding in the previous meeting, which was successfully submitted and is currently pending.
### Reusable Marketing Materials
Designs are underway for brochures usable at a variety of events, along with a banner which we can bring with us. These should promote Monero and the MAGIC Monero Fund while being a long term cost-effective option. Immediately upcoming is MoneroKon, which we do have a lightning talk at.
### Donation Processing and Multisig Auditing
Work on a donation processor continues. With sufficient planning having been done, the decision was made to officially reach out to RINO to work on coordinating an audit. This continues our previously stated committment to ensuring Monero's security via audits. Beyond contributing our own funds to the task, we can offer tax deductible options for the community as a whole and help review candidates.
We are also considering being listed on Gitcoin, or having MAGIC itself be listed on Gitcoin, to raise awareness through there.

### Researchers
The MAGIC Monero Fund is accumulating a list of universities and organizations which may have researchers amicable to working for Monero. We are also considering posting an offer on the IACR job board, yet we'd have to have the funds for such a position lines up, not to mention a specific working focus. It remains an option for consideration.
### Newsletter
While these minutes exist, it'd also be valuable to email MAGIC community members our accomplishments and updates, on a quarterly or so schedule. This was a proposal raised by Deverick a while back, and is once again coming up as the MAGIC Monero Fund could potentially work with an external party on crafting the newsletter. While it'd be optimal for the committee to do it themselves, they've already volunteered their time and effort as-is, and gone above and beyond with helping MAGIC as a whole, so the ability to delegate would be beneficial.
### ACK-J Update
ACK-J posted their most recent number, claiming machine learning was able to identify 23% of the model transactions' spends correctly. While this was with somewhat distinct data, which when corrected will lower that percentage, ACK-J is also refining their methodology and utilizing the computing resources they need. This remains an active grant with many comments on our decoy selection algorithm available.

### Funding Stability
Haveno suspended their UI development due to lack of funds caused by the current bear market. Molly.im's intergration of Monero has also slowed down, for the same reason. While MAGIC offers a potential solution to such cases, as we will allocate grants in USD if requested and can handle conversions, we have yet to successfully attract applicants in a way comparable to the CCS.

Kayaba gave a lightning talk at MoneroKon about the MAGIC Monero Fund. While brief, it did raise awareness and create a few new connections.

### BCH Donation Address and Donations
Given the community request for one, we have listed a BCH donation address on the MAGIC Monero Fund to ensure the accessibility of funding Monero development, both technological and communal. Recently, we also received a few notable donations, which we look forward to utilizing for these purposes.
### Funding Stability
We discussed pro-actively reaching out to recently shuttered CCS proposals, due to the funding instability, and offering a path forward. While we were unable to provide such a decision at this meeting, we did note we'd want to seek community feedback beforehand. The intent would be to demonstrate MAGIC, while ensuring that previously allocated funds do end up at their designated target, and providing legitimate advantages to Monero despite overall market conditions.
### Researchers
We once again discussed research candidates to reach out, one of them being one of the authors of "Burning Zerocoins for Fun and for Profit", an extremely notable piece of cryptographically-private cryptocurrency history, who has continued to provide research on Monero-related topics.

MAGIC launched a membership program, enabling regular donators to claim perks. We specifically offer a flair on the r/Monero subreddit to those who donate to the MAGIC Monero Fund.
### Molly.im
We once again discussed Molly.im, specifically, whether or nor we should proactively ask them to submit a grant application to complete their existing CCS proposal. While we do not want to be a bailout fund for CCS proposals which were unable to successfully manage funding, we acknowledge the tremendous bear market, along with the CCS's pains with funding, and Molly.im has yet to claim any milestone, absolving them of such mismanagement. We committed to ask the Monero community for their thoughts, before we make our own decision.
### Commitee Funds
The committee is unable to sign off on any expenditures, however small. We have to either pay for items out of pocket, or request MAGIC cover expenses. As we discussed graphic design work, this note came up, which felt counterproductive. Other similar organizations have noted such issues in the past themselves, and it may be worth requesting an amendment to the Fund documents accordingly.

### Committee Funding
In response to the topic from last week, we explicitly asked how to handle reasonable expenditures, such as promotional materials. We were informed they would go through the grant process, being subject to the standard criteria, such as:
- No conflicts of interest
- Legitimate benefit to MAGIC/the Monero Fund
And for this example case, it'd classify as educational materials.
### Molly.im
We committed to establishing communications with the Molly.im developer, offering our support with planning, fundraising if it aligns, and potentially funding. While we had a discussion regarding precedent for CCS proposal funding as a whole, the Molly.im proposal specifically had no complaints with it. We strongly prefer not offering additional aid to funded CCS proposals, nor do we want to encourage CCS proposals are planned such that they require additional aid.
### Upcoming CCS Proposal
We also decided to offer to be the fundraising host for a potentially upcoming CCS proposal. It requested an additional amount due to volatility, as part of its proper planning to not require additional aid. MAGIC has the opportunity to USD-denominate the funding, removing any requirement for an additional amount while still guaranteeing safety, yet still payout in Monero. This would make MAGIC a great fit accordingly.
### Researcher Reach Out
Finally, we committed to contacting a researcher, and their network, who has worked on Monero-related topics in the past and could potentially greatly benefit Monero's academic standing. We hope they, or their peers, will submit grant applications formalizing Monero, evolving its membership proof, or otherwise improving it.

We reached out to noot regarding their upcoming Ethereum Atomic Swap proposal, offering to host the fundraising for it in order to remove volatility. They have expressed their interest, and we will have the necessary discussions to move forward.
### Issuing a grant to research adjacent to a committee member
Rucknium, one of our committee members, is a researcher working on Monero via the CCS on statistical analysis and a new decoy selection algorithm. Their own CCS grant stated a need for an external C++ developer, not covered by their own CCS proposal, to assist with some parts of the algorithm, and once their work is submitted, to implement it into Monero.
The question was raised if MAGIC could provide funding for such a developer, given how Rucknium would not benefit from financially and Rucknium was not expected to handle such development themself. The desire to confirm is based on the fact it is funding an implementation of their research, and working with them, even though it's for Monero.
### Update on Research Topics
We have decided to officially adopt arithmetic circuit based membership proofs as a topic of interest which we're likely to fund grants for, along with security proofs for the existing proofs used within Monero. This has been noted in our letter to a group of researchers, which we will be sending shortly.

### Ethereum Atomic Swaps
The present committee members unanimously voted to host the fundraising for noot's Atomic Swap proposal, originally proposed to the CCS. This came after noot confirmed their preference would be to fundraise through MAGIC, which can offer a stable price.
### Molly.im Followup
We reached out to Molly.im for an update on our offer for assistance, as we had previously reached out yet the developer said they needed a few days as they were occupied. They responded saying they believe they have found a path forward, one not requiring additional funding, and will be working on that in order to complete their grant. While MAGIC's offer to assist stands, this is no longer something we will actively pursue, and we wish them the best.
### Grant to fund development surrounding OSPEAD
Justin confirmed there may be a conflict of interest concern, as noted in previous meetings, yet the path forward would to be to fill out all documentation for formal review. This does have the benefit we can do the paperwork and committee deliberations now, without further delays, if that's the timeline which best fits the work. This will be communicated to the developer who would submit the grant so they know the option is available.

### Newsletter
The MAGIC Monero Fund is planning a quarterly newsletter to present our work and continue to raise awareness of our upcoming projects. We hope to be able to present a rough draft at our next meeting which can be worked into our first issue. The potential to have another party operate our newsletter discussed, which would reduce the committee's workload while potentially yielding a higher quality product to a larger audience. Despite a few angles being discussed, one amicable to all parties which puts the Fund's interests first didn't appear.
### Advertising
Continuing the previous discussion, reaching out to various community newsletters to announce pieces of Monero Fund news, such as the upcoming Ethereum Atomic Swaps fundraise, would be very beneficial. While we already ensure items are discussed on Reddit and so on, awareness seems to be our biggest issue and inclusion on more platforms would be effective at solving that.

### Request for Fundraising Hosting
We received a request not for funding, yet to host fundraising from mj-xmr, a Monero developer. This was due to a few reasons, including MAGIC's ability to offer USD-denominated milestones and payouts to applicants. The grant would be to further analyze MyMonero's fee fingerprintability and unique decoy selection algorithms for statistical estimation of the real spend age distribution and continue to develop tsqsim, a tool useful for testing and verifying models as used in decoy selection to ensure the privacy of people sending Monero. This would greatly contribute to OSPEAD, a separate project intended to provide a decoy selection algorithm achieving a much greater level of privacy.
Given not only the relevance and importance of this work, yet also the fact it does not take up the MAGIC Monero Fund's budget, we don't see a reason to stand against it. Due to it appearing very shortly before our meeting, we have decided to postpone the vote until we can properly review it in the name of safety, yet have no objections at this time. In general, we are open to hosting any fundraising which is relevant, so long as we are not inundated with requests.
### Ethereum Atomic Swaps Grant Funding
We have reached out to two parties on behalf of this grant, requesting funding as part of our work to successfully raise. We are currently awaiting to hear back all responses yet will continue to do what we can.
### Newsletter Hosting and Writing
While the MAGIC website does host blog posts, we wanted to ensure widespread visibility. Beyond also sending out an email, which we do have the infrastructure for, we discussed a pair of blogging platforms, each with their own content discovery algorithms we could utilize to further spread out.

### BTCPay
After our previous fundraise, we've had a lot of discussion about simplifying the donation process. The community has an adverse reaction to our usage of Gofundme for tracking donations, along with handling fiat donations. Obtaining a Monero address, or another supported cryptocurrency address, is also obfuscated. This leaves two goals.
1) Immediately stating cryptocurrency donation addresses on announcement posts
2) Placing a trackable counter on the announcement post
This will also reduce the amount of labor required by increasing our automation. While we've previously discussed a solution by a community member, and have historically discussed building our own solution, we believe BTCPay will be a standing solution usable for our purposes. Not only is it designed to track deposits, it can also provide a tally over simple HTTP requests, making it highly integrateable. The immediate focus will be on setting this up.
### Monero Documentation RFP
Hearing community requests for greater documentation, we are considering placing a call for proposals to attract writers to provide said documentation. This would greatly help parties integrate, and therefore adopt, Monero. A list of potentially relevant developers has also been started.

Due to a recent upgrade to the Bitcoin daemon, BTCPay stuttered on handling the new wallet RPC. While a fix was submitted, it doesn't seem to be complete and we're working on resolving that. A few potential solutions have been put forth.
### Grant Application for a Cryptography Wiki
We were requested to fund a cryptography wiki aimed at ensuring open, consistent access to a variety of concepts and protocols. While appreciated, as Monero is built on cryptography and the design seemed sufficiently sane, it wasn't directly related to Monero and the requested amount exceeded our budget. We declined to move forward, yet welcomed the applicant to discuss a Monero-specific section in the future.
### OpenSats Application Page
We'd appreciate our new OpenSats site be able to additionally handle applications via a webform. This will be tested before the next meeting.
### Increasing the grant amount target from 20k to 30k
Due to our funding approaching 60k USD, we discussed raising the grant amount target from 20k to 30k. We were unsure how many more projects this would actually entice however, and doing a single grant of that amount would be half our budget. For now, we decided to keep the amount at 20k.

We've completed the OpenSats website per our needs and are discussing final deployment steps. This mainly involves ensuring the Docker containers are properly composed, yet also some remaining BTCPay server tasks.
### Update from mj-xmr
We agreed to host fundraising for a grant for mj-xmr. This grant would support the Monero Research Labs, the development of OSPEAD, and work to analyze differences in MyMonero. The fundraising component is currently pending deployment of the new infrastructure. Despite this, mj-xmr has worked on the tasks, providing updates to their tool, `tsqsim`, and analysis of MyMonero's fee behavior. The latter is intended to lead to patches improving users' privacy as part of their continued work.

### Email Delivery
Currently, MAGIC is setup with Google, and we can send emails through it to our subscribers. A more privacy-friendly option may be preferred, yet candidates for email delivery have so far been lacking.
### Further Improvements to the Fundraising Site
The current application page is a bit verbose. Narrowing its scope, allowing for more flexibility in answering, would streamline answering and increase the likelihood of applying. It would also cut out redundancy, allowing us to review proposals faster. We've named several fields for the chopping block.

### Operational discussions

### Parting commentary and feedback from Deverick
Deverick shared his opinion on the prior year, aiming to help give us focus for the upcoming year. Not only did they empasize greater outreach to researchers and developers, yet also helping them get involved with Monero in the first place. Our current list of research topics requires prior awareness in order to understand them. Ideally, we'd provide context and further explanations to encourage parties to pick up said topics.

### First Grant Application of the Year
A project applied for a grant, which we did our initial review on. Due to the limited time after doing introductions and welcoming our new members, we decided not to vote this meeting. We did, however, have initial discussions and raised concerns to consider when we do our further independent reviews.

Of the members present, we unanimously voted "No" on the grant mentioned last week. We did not believe it was sufficiently relevant to Monero, nor that it had the structure needed to succeed.

We received a grant request to fund workshops at universities and unspecified research papers. We have inquired for more information in order to determine what exactly the research would be, and determine their connections to academic institutions.

### Grant Database
We submitted the MAGIC's Monero Fund offer to fund research to a grants database, giving researchers another chance to discover us. This is part of our efforts to reach out to the academic community and find more people willing to contribute to Monero.
### The EABE Attack
Recently, a member of the Monero community expressed interest in research towards defeating the EABE attack. While full chain membership proofs would be one solution, there's been a shortcoming of research to handle it under the decoy privacy model. We agreed it'd be worthwhile to reach out and see if MAGIC can help coordinate/fund this research.

### Grant Request for Workshops/Research
We requested more info from this applicant and did not receive a response. Due to this lack of communication, the present members have voted not to move forward with this grant, yet we are open to further explanation in the future.
### Monero Dashboard
We received a grant to fund a series of widgets for tracking Monero. We have decided to ask the community for their opinion to check the actual value of this.
### EABE Attack Research
We prior committed to reach out to someone interested in having research on the EABE attack conducted in order to see if we could help organize it. Progress is being made, yet it may be funded through the CCS instead of MAGIC.
### Cremers, Loss, and Wagner
Cremers, Loss, and Wagner published a security analysis of RingCT, including various proofs. They will be present at the upcoming Monero Research Lab meeting. We intend to ask them if they'd be interested in formalizing Monero's multisig algorithm, as the MAGIC Monero Fund would be interested in funding such work.

### Grant Request for a Monero Dashboard
We discussed the grant request to build a Monero dashboard. While not opposed to it, we do want to ensure real-world interest, and will continue to perform temperature checks with the community.
### Goals of the Monero Committee
We want to be pro-active in soliciting grants, and discussed firm ideas for grants we could reach out about. Cremers, Loss, and Wagner, who published a security analysis of the current Monero protocol, would be prime candidates to formalize and perform an analysis of our current multisig protocol. We also remain interested in funding atomic swaps and will reach out to a party working in that specific area.
### Event Presence
We plan to submit a lightning talk to Monerokon about MAGIC, as we did last year, and will work to have a few slides at Monerotopia.

While we appreciate the opportunity to raise further awareness, there are already a series of Monero dashboards available from the community. We have voted to decline this grant, yet request they reach out in 6 months after having been successfully deployed within other communities so we can re-evaluate value.

We unanimously voted not to fund the creation of a centralized exchange. Not only did we not see sufficient benefit in this specific proposal for a centralized exchange, the role of the MAGIC Monero Fund isn't to entirely fund commercial ventures.
### Research
Rucknium provided brief updates on previously discussed research topics. There is no active involvement warranted on our end at this time.
### Recess
We will not have a meeting next week, by agreeance, due to a lack of necessity and a request by a committee member.

### Brief Updates
Thre was no further updates available regarding researchers. The Monerokon schedule was published, and our participation was briefly discused.
### Amendment to the Fund's Policies
Justin Ehrenhofer, President of MAGIC, joined to discuss the fact the committee has practically operated with just four members since our first meeting. Unfortunately, after that meeting, Majestic Bank no longer attended meetings. While we're understanding of members not being able to make every single meeting, over three months without participation is a distinct matter.
It was mutually agreed the optimal way forward was to amend the Monero Fund's policies, allowing four committee members to impeach another, pending the MAGIC Grants Board review and approval, after missing at least four meetings in a row.
The present committee member's unanimously voted in favor of this amendment, tracked [here](https://github.com/MAGICGrants/website/pull/16).

### Membership Update
MajesticBank was removed from the committee by the MAGIC Grants board for policy violations.
### Molly
The committee is once again discussing Molly. Our prior discussions ended when Molly's developer informed us they were taking another path regarding funding. Recently, they updated their CCS with their progress, including work on an Android SDK for Monero with a variety of features/improvements. Within their update, they requested another 36,000 USD for their increased scope of work.
The committee discussed their increased scope of work and funding opportunities for them. We compiled a list of questions so we can be fully informed.
### Carbon Emission Company
A company focusing on carbon emissions requested funding. The committee unanimously voted no due to the lack of relevance.
### Overseer
A draft research proposal on analysing the Overseer attack under the decoy model was posted. The committee discussed it at a high level and gave initial feedback.

### Overseer Research
We unanimously voted to offer to host fundraising for the proposal to study the implications of the Overseer attack, additionally providing a 13,000 USD grant. This leaves the amount needing fundraising to roughly 20,000 USD. We hope this research will lead to notable improvements to our understanding of Monero's privacy, letting it be improved to further protect users.
