chore(platform): placeholder for tenancy cutover and legacy cleanup (PR18)

TODO (final cutover PR):
1. Make organizationId NOT NULL on all tenant-bound models
2. Switch all read paths to tenancy-first logic
3. Stop reading from User.integrations blob
4. Remove dual-write to blob
5. Remove dead compatibility code
6. Rebuild analytics/search/materialized views on org/workspace ownership
7. Add @@unique([owningOrgId, slug]) on StoreListing
8. Remove ENABLE_LEGACY_TENANCY_FALLBACK flag
9. Full regression suite must pass under tenancy-first mode
