chore(backend): placeholder for API key and OAuth tenancy (PR14)

TODO: Add ownerType (USER/ORG), organizationId, workspaceIdRestriction
to API key creation/validation. Update token introspection to check org
context. Migrate existing keys as user-owned within personal org.
