fix(blocks): disable PrintToConsoleBlock (#12100)

## Summary
Disables the Print to Console block as requested by Nick Tindle.

## Changes
- Added `disabled=True` to PrintToConsoleBlock in `basic.py`

## Testing
- Block will no longer appear in the platform UI
- Existing graphs using this block should be checked (block ID:
`f3b1c1b2-4c4f-4f0d-8d2f-4c4f0d8d2f4c`)
