Simplifying icon request titles
...
We already have an "icon request" label for these, and they are placed in the "icon request" discussion category. By also having "icon request" in the title of the discussion, it started to feel too noisy and redundant.

Swapped "bug" label for "Bug" type.

Moving Requests to Discussions ( #20876 )

In order to lessen the signal-to-noise ratio in our Icon Requests, I think we should move new requests to discussions, instead of issues. This PR sets up some initial templates for us to use.
