Total rewrite of bower.
The list bellow highlights the most important stuff:
- __Clear architecture and separation of concerns__

- __`--json` output for all commands__
- __`--offline` usage for all commands, except `register`__
- __Proper `install` and `update` commands, similar to `npm` in behaviour__
- __Named endpoints when installing, e.g. `bower install backbone-amd=backbone#~1.0.0`__
- __New interactive conflict resolution strategy__
- __Prevent human errors when using `register`__
- __New `home` command, similar to `npm`__
- __New `cache list` command__
- __New `prune` command__
- __Many many bug general bug fixes__
Non-backwards compatible changes:
- `json` from .bowerrc is no longer used
- Programmatic usage changed, specially the commands interface
