Change fuse.rb to use old fuse 2.8.6 which is identical version what Chrome OS 59 has.

We must use /sbin/mount.fuse since /sbin/mount calls that one.
Therefore, we need to use the identical one installed in /usr/lib/libfuse.
Also change fuse.rb to install files into `/usr/local/lib64` on x86_64.
