* ci: fix script to initialize Windows VM

* remove python3 rename statements, python3 is not required nor
installed

* fix a chicken-egg condition where refreshenv is not installed, after
chocolatey install.

* ci: update script to initialize Windows VM

* Add needed component to vc_buildTools install

  - Microsoft.VisualStudio.Workload.VCTools
  - Microsoft.VisualStudio.Component.VC.140

* Do not install vcredist140 from chocolotey
