* build: make external binaries download action more flexible

* chore: reformat DEPS

Make it look more like Chromium //DEPS:
 - use name-pattern-condition-action order for hooks
 - add trailing commas
 - remove some line breaks

Also remove redundant entry from "recursedeps".
