7742867809 Add: Allow authenticated clients to access router while preauth cannot. 
Authenticated users are now granted access to the router by entry in "list authenticated_users"
Whereas both Preauthenticated and Authenticated users are granted access in "list users_to_router".
Note: Trusted users are **NOT** granted access to the router as this is porentially a greater security risk as trust is based on mac address.
