fix expected withdrawals (#15191)
* fixed underflow with expected withdrawals
* update comment
* Revert "update comment"

* attempting to fix comment indents
* fixing another missed tab in comments
* trying tabs one more time for fixing tabs
* adding undeflow safety
* fixing error typo
