* SubscribeCommitteeSubnets fields length check

A case where `len(req.Slots) != len(req.CommitteeIds)` but `len(req.CommitteeIds) == len(req.IsAggregator)`
should also throw an error. Without this fix only 2 length inequalities will throw the error.
