wrap-job: Don't cd into r2/r2/ when we just want to be in r2/.
...
This was causing Pygments to fail to import correctly in jobs since
r2/r2/ has a commands.py which was getting relatively imported by
accident. Yuck.

Always show big_modbuttons on spamlistings (report listing, mod listing, etc).
Only display reports if ignore_reports is False or the user is admin.

Add ignore/unignore reports functionality for moderators.
...
When a thing has ignore_reports, the thing is no longer added to the moderator
cached queries (reported queue, mod queue, etc) when a user reports it.

Remove obsolete query_cache configuration options.
...
Much new code expects the query cache to always be present, especially
for stuff that is 100% Cassandra based and doesn't even have a Postgres
query to back it. These options are just cluttering up our code since
they're useless now.

This fixes the "undefined-" item in fetch-trackers URLs. I believe I
brought on this bug by making .sponsorshipbox a placeholder even when
sponsorships don't exist.
