https://github.blog/changelog/2024-03-07-github-actions-all-actions-will-run-on-node20-instead-of-node16-by-default/ Due to GitHub removing support for CentOS 7 in GitHub Actions, all actions utilizing CentOS 7 need to be upgraded, upgrade the centos version from `contos:7` to `quay.io/centos/centos:stream9` which is the official RedHat centos container. Create some new actions named `old-chain` to verify support for gcc 4.8.
