ci(hive): add Fork ID and blob tests to expected failures

Add 29 failing tests to expected_failures.yaml for engine-cancun suite:
- 24 Fork ID tests (fail in <2s indicating peering issues)
- 2 Request Blob Pooled Transactions tests
- 3 Invalid Missing Ancestor sync tests

These tests have been failing continuously since mid-December 2025.
The fast failure time suggests connection/peering issues during DevP2P
handshake rather than logic errors in reth itself.
