ci(hive): ignore timing-sensitive flaky tests

Add 3 flaky tests to ignored_tests.yaml:

**engine-cancun:**
- `In-Order Consecutive Payload Execution (Cancun)` - fails with
  `context deadline exceeded` on engine_getPayloadV3 due to Docker
  container network timeouts under parallel test load

**engine-withdrawals:**
- `Sync after 2 blocks - Withdrawals on Block 2 - Multiple Withdrawal
  Accounts` (2 variants) - fails with `Timeout while waiting for
  secondary client to sync`, same pattern as already-ignored
  `Sync after 128 blocks` test

**Evidence these are flaky, not bugs:**
- Same commit 2f55b1c30 passed at Dec 7 18:06 and failed at Dec 8 00:22
- Failures are HTTP/network timeouts, not incorrect responses
- Similar sync tests already in ignore list
