Add time-mcp-nuget and time-mcp-pypi to community servers

Browse Source 
Adds domdomegg's time MCP servers to the community servers list:
- time-mcp-nuget: .NET/NuGet implementation
- time-mcp-pypi: Python/PyPI implementation

Both provide current UTC time in RFC 3339 format.
