chore(backend): placeholder for transfer workflows and admin alias mgmt (PR16)

TODO: Implement TransferRequest CRUD endpoints (initiate, list, approve,
reject, execute). Add admin alias inspection and removal.
Direct transfer for dual-admins, requested transfers require approval.
