chore(backend): placeholder for marketplace org ownership (PR15)

TODO: Switch StoreListing ownership from owningUserId to owningOrgId.
Update create_store_submission to use org identity from RequestContext.
Add promotion-before-publish requirement for workspace agents.
Install permanent aliases for old user slugs.
Add copy/fork/transfer endpoints for agent portability.
