85e0580b28 [Ex CI] enable FFT downstream jobs (#5126) 
Monorepo support for FFTs was already implemented and trigger files already exist, so just need to enable their downstream jobs.

Enables downstream path:
hipRAND -> rocFFT -> hipFFT
